That error itself shows what you're lacking.
You don't have enough Content for the ads to be placed on.
If you've a blog, try building more quality content (at least 20 preferred) before you apply for AdSense.
Also, make sure you've the important pages already set up. Like Contact, privacy policy, disclaimer and the about section.
Then, build a genuine site structure and your site must have atleast 50 pageviews everyday ( was true for me).
My site had all above characters, but I didn't have pageviews. So, I brought 50 views from here and there, social stuffs and guess what, I got approved for placing ads.
Getting approved is easy, just follow the basic steps .
- Build site structure (internal and external links).
- Quality content (20 at least).
- Important pages (about, disclaimer, contact, etc).
- Some traffic from social or from search probably.
- Content shouldn't be copied, make sure.
Keep the above stuffs in mind, and apply for AdSense.
